Hi Cheffe,
I'm not sure about it being in Europe because the fan in the background is wearing an Asylum shirt. It was sold only in North America. Back in the 80s, it wasn't as easy as it is today to find European item in North America or North American item in Europe.
I believe the photo was taken somewhere in North American, but I have no idea of when or where.

I am pretty sure I am right. I was there. Gene and Paul signed some stuff for fans at a room at the hotel in Reggio Emilia in Italy. Pauls and Genes look are the way they dressed back then. The guy in the back look Italian to me too.
